Yep, minor edits like recoloring are fine, but you still have to give credit for the recolor as for the original. Details here [link]

You basically just need a program that can handle layers and transparency, and has a hard 1pixel brush. Personally I use gimp. then you open the file and recolour the individual layers of the animation
